Abstract

This article examines the legal and political mechanisms of biological security in the Russian Federation through a systemic approach, highlighting the legislative foundations of the field, the frameworks of international cooperation, as well as the political and security debates surrounding U.S.-funded biological laboratories and their implications for Armenia’s biosecurity environment. Following the COVID-19 pandemic, academic discussions on biological threats and the necessity of their prevention have intensified, which determines the relevance and scientific significance of this study. The purpose of the article is to identify the legal and political challenges of ensuring biosecurity in the Russian Federation and to assess their impact on the biosecurity environment of the Republic of Armenia. To achieve this objective, the study undertakes a comprehensive analysis of the regulatory and legal framework governing biosecurity in the Russian Federation, as well as an evaluation of its strategic directions in international and regional cooperation and the political challenges in the field of biosecurity assurance. The issues discussed in the article are examined on the basis of an analysis of viewpoints presented in the relevant scholarly literature. The methods of systemic analysis, comparison, induction, and deduction are applied. The article substantiates that the legislative and administrative system of biosecurity assurance in the Russian Federation is currently insufficient and does not ensure comprehensive regulation of the field. At the same time, it is argued that transparency and multi-vector cooperation constitute a key guarantee of a sustainable and effective biosecurity policy in the Republic of Armenia.
